TheWoWDBI've been following Jame's levelling guide and I accidentally picked up The Lost Courier earlier on but still had it sitting in my quest log when I hit Westguard. By dropping The Lost Courier, I was able to pick up this quest.

Figured it out!
If you have been to Wintergarde Keep in Dragonblight, chances are, you're already halfway through this questline. You've just skipped the first few parts of it. Wintergarde Keep has the quest "Flight of the Wintergarde Defender" whether you've done this quest and the pre-reqs or not. Hope that helps :)
I too am following Jame's levelling guide. I never picked up The Lost Courier but for some reason I can't seem to pick up this quest. I completed all the other quests leading up to this point. I've even gone as far as attempting to pick up The Lost Courier quest, after the fact, but it won't let me do that either. Pretty weird. I've tried to do the previous chain for The Lost Courier too, which I believe ends with the Last Rites quest in Naxx, but to no avail.

The list I hold must be delivered to High Commander Halford Wyrmbane. He commands the 7th Legion, stationed at Wintergarde Keep on the eastern borders of the Great Dragonblight. If any of the traitors on this list are stationed at Wintergarde... it could be catastrophic. Hurry, {name}. Show the document to Greer Orehammer here at Westguard Keep and explain the nature of your mission. He'll put you on his fastest gryphon to Wintergarde!
