Deathguard Schneider is located behind the gallows in a cage at 70, 72.
Chancellor Amai is located on a wagon at 73, 73.
Engineer Burke is located behind the church at 73, 74.
Senior Scrivener Barriga is in a cage at 68,75.

Same here, sad quest showing how some of the undead are beginning to go downhill in this war leading up to...well I wont spoil it. However you could look at it this way....since nothing in wow can die, they all respawn (I assume even mobs make the corpse run) and since you don't have the cage key, you're killing them so they can rez outside the cage once they get back.

Description

We have more fools for you to kill. My agents tell me that several of our good citizens have seen fit to fall into the hands of the Scarlet Onslaught. This will not do. Go back to New Hearthglen and eliminate Deathguard Schneider, Senior Scrivener Kinnedius, Engineer Burke and Chancellor Amai. From what I hear, they're spread out throughout the area. No doubt they are being kept in cages awaiting torture. Speak with them and then kill them!
