As of 8.3, you need to speak with Zidormi to get Li Li to appear in Ramkahen.

This questline takes place BEFORE the Legion, so upon arrival at Ramkahen, you will not be able to see *Li Li*. To make it so you can see her, go to Zidormi (56.0, 35.1), talk to her, and click on "Can you show me what Uldum was like during the time of the Cataclysm?"
If you're on Legion Remix, as of right now this quest is bugged because you end in a mix of BFA's version of Uldum and the original one.
You're not able to get the Windwalker artifact weapon as the other 2 specs. Will update this post if it gets fixed
EDIT 10/15/25: It's been fixed

Description
Oh I'd love to go see if that story is true! But Pops is too busy stuffing his gut and being a grouch to let me go do any real exploring. He even told me that I can't leave the village unless I have a guardian! Is Pops for real? I can protect myself just fine! Say, would you be my guardian? Please, get me away from this boredom and you will totally be my hero!
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- The Legend of the Sands
Nothing! There is next to nothing in our records about this weapon! I've checked and re-checked, and can find barely a shred of a tale. This can only mean that the story comes from a land outside Pandaria. Li Li Stormstout is young, but she is the most traveled on the entire isle except for you.
After this quest
Taken from the storyline's own step order.
- Thunder on the Sands
I know the tale of Irmaat well. It is said that his home was the ancient city of Ahmtul, long buried under the desert sands. Recently a strange storm has appeared over the ruins. What's more, I am told that an elemental called Nader has attacked my people in nearby lands.
The storyline at a glance
The Fists of the Heavens has 4 steps, from The Legend of the Sands to Into The Heavens.
Maps its steps are placed on (steps per map): The Wandering Isle (2), Uldum (2).
