The boss appears to be on the dam, judging by the question mark. Going into the water, you can see him through the window. But to reach him you need to go down the stairs to the left or the right of the dam.

To reach him you have to go down the stairs on either one of the sides of the dam. he is in the midle and inside the dam.
He looks like he is on the bridge or in the water which he is not!
Go to either ends of the bridge and there will be a a passage way / tunnel down to him.

What to do
Description
High Priest Amet's vote is the only one that is completely outside of our control. He will vote as his divinations tell him and nothing we do will dissuade him. I figure that gives us even odds either way. The only problem we face is that his clairvoyance has failed him ever since the barriers around Uldum fell. He will not cast a vote unless he regains power over his divinations. Take the stairs at either side of the Vir'naal Dam and Speak to him to see what you can do to help.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

What do you think, <name>? Maybe the High Commander will give me a few men to command. Maybe we can marshal a regiment together. What do you think?

- Trespassers in the Water
Shortly after Uldum's protective barriers fell, the Vir'naal river became afflicted with a terrible corruption. Whether it was brought here maliciously or accidentally is not of great significance. The result is the same.
