The quest area for this quest was empty upon arrival. Turned out to be because I was on the questline Bwambas spirit. I finished the questline (10 min max) and when I returned to the quest area, the NPC:s were there, ready for bribing.
Is there anyone else here who wanted to just keep the bribe from Zeros and just plow through the easily killable guards instead?

Description
The scoundrel! I had a deal with Arty to market the crystals in the paper. Someone must've cut a bigger deal with him. Arty routinely inspects the Venture Company's working area on the shore. He always brings his own guards, but no one is immune to gold in Booty Bay. Take my last bit of gold. Go to the oil rigs and bribe the guards to look the other way before you confront Arty.

I do hope that is the last we see of the Baron. Truth be told, I respect his seat of power in Stranglethorn. We were lucky to find Zeros still alive. He must have developed quite the positive relationship with the Baron before all this nonsense, or else he would not have been given so much time.
