Tried this today and unfortunately it seems like the Toy no longer makes you hostile to Old Rotana, at least when I tried in War Mode. Sad times, hope blizzard makes this model available more widely.
The instructions on Petopia on how to get Rotana into position during the world quest are terrible so after a lot of trial and error, I found a way that works great (pictures included!)
Step 1.) Go into warmode and use [item=173951].
Step 2.) Put Fear Beast some where on your action bar so you can use it quickly.
Step 3.) Angle your Hunter to make Rotana run towards the large building on her right.
Step 4.) Place a Freezing Trap here.
Step 5.) Use Fear Beast on Rotana.
Step 6.) Follow behind her and wait for her to get trapped.
Step 7.) Place a second Freezing Trap here and wait for it to come off cooldown.
Step 8.) Wait for Freezing Trap to have about 10 seconds left on it then cast Fear Beast again. It's very important that you're facing the way you want her to go.
Step 9.) Follow behind her and wait for her to get trapped.
Step 10.) Place a Freezing Trap at the top of the steps. Wait for it to come off cooldown.
Step 11.) Make sure you're still facing the stairs then cast Fear Beast when Freezing trap has about 10 seconds left.
Step 12.) Once Rotana is trapped on the stairs, stand here and try to mount her. As long as you're hugging that wall, you shouldn't be able to mount her but still go into the WQ phase.
Step 13.) Tame your devilsaur! There are several running around so you can get two or more without going through this headache twice. The important thing to remember is Fear Beast isn't an exact science. Even though you're facing the way you want her to go, she may go off path and you have to be quick to drop an emergency Freezing Trap if that happens. If Rotana isn't feared or trapped, she'll run back to her spawn point and you'll have to start all over again. This is why you always want to wait until Freezing Trap is off cooldown before you let her run around feared so you can immediately stop her if she's going a direction you don't want her to go.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Quests whose map markers the client places closest to this one on Zuldazar, nearest first. Distances are straight lines between the markers.
