This quest only showed up for me on my map after I completed the whole Nazmir quest chain even though I did all quests in Zuldazar first. The last quest in Nazmir Halting the Empire's Fall will send you back to Baine in The Great Seal. You then will be able to pick up the quest The Blood Gate. The Blood Gate quest is only a Breadcrumb quest that sends you over to King Rastakhan to pick up this quest. You do NOT need The Blood Gate to pick up this quest though if you are a completionist I suggest turning in Hating the Empire's Fall first.

Description

Blood troll poisons are made to paralyze, not kill. See, dey want us alive. I do not feel good thinking about why. I am making antitoxins as quickly as I can, but I need someone like yourself to get out dere and test dem. Take what I have made so far and see if we can get those soldiers back on their feet.
