After you complete the Heartrazor quest and receive the quest to meet in the Bulwark, you take your boat (summoned by the pirate hat trinket in your bag, if you haven't figured that out yet) and go down to the lip of land on your map. There's a little ramp there and your quest is turned in right there too. Hope this helps everyone else.

Maybe at one time Heartrazor would fly you there, but now he won't. The quest giver is at water side. Take your boat instead to the landing at 30.3, 48.5. Quest giver is right there.
Lakota is at 30.49 and gives you Something to Wear and Break Them Out upon completion.

Description
{name}, while you and the pridelings were taking care of the skymaster, Lakota Windsong came by. She told me to tell you to meet her east at the Twilight Bulwark. That must be where they're holding Magatha Grimtotem.
