Hey. When I arrived at the location where I was supposed to kill the NPC, she wasn't there and nothing was happening. I had War Mode enabled. I went back to the capital city to turn it off, returned to the location, and the NPC was there, quest completed successfully.
Don't forget to turn War Mode back on afterwards. You can use your Personal Key to the Arcantina for that, it only has a 90-second cooldown :)
