This quest chain for a side storyline starts at Vun'zarah, the leader of the WItherbark, at 38, 22. It seems you cant start this storyline til possibly 90. Ive done this on my main, but another tool level 82 cannot see quest. But a premade 90 can. So its at least level locked to something above 82...presumably 90 since its an elite area.

Given that the questline uses an ability "Shadra's Gift", it would be safe to assume you have to unlock Shadra (Spider from Classic Hinterlands) the Minor Loa first. The quest line for that also start in Witherbark village.

Dey drain de spirit from de Witherbark and create undead to serve dem. We must free de Witherbark from these necrotic bonds. My friend's still in there... I hope.
