I'm not sure if this breadcrumb is still in game. If it is there might be some extra requirements. I'm standing next to the NPC, they're doing their little roleplay, but no quest is offered.
So my level 62 alt has this quest but my main does not. It seems as soon as you do any quests that it ties to, you're unable to do it. In my case I did "Amateur Protography". UPDATE: I did the quest on my alt and it seems to have registered on my main for completion if anyone else is using ATT.

Description
I tried to tell Vevesi that I could pull the wagon out of the mud. But, no, he insisted on using magic to get it out...
