It could be you have to be max level to continue from this point. Doing only the campaign quests I'm now level 75,5 and there is no questgiver.
But Prince Renthal says:
"Time is short and we must strike at Denathrius soon [...] you are not yet strong enough to survive what I have planned. Go, Maw Walker, and grow in power. Learn of the Shadowlands. Do what you must to gain more experience with this place. Return to me when you are ready to face one of the lords of death himself."

<You meet Theotar on the way down. He and the Prince greet each other like good friends.>
Theotar: My Prince!
Prince Renathal: Theotar! My old friend. I am so happy to see you. And I see you managed to get your shirt off...
Theotar: You as well. I could grate carrots on those ribs of yours. I sent out the call to any who survived. We have quite a gathering collecting here.
<Reaching the bottom of the stairs, the Accuser waits for you. She greets the Prince politely.>
The Accuser: Renathal.
Prince Renathal: Accuser. Thank you for sending this Maw Walker to find us.
<After greeting Prince Renathal, the Accuser turns to the Curator. Her voice softens as they speak.>
The Accuser: Curator...
The Curator: I am fine. I will be fine.
<The trio, the Accuser, and Theotar stay behind to chat. You continue into the central chamber. General Draven is awaiting the Prince's arrival. They greet each other warmly, if seriously.>
General Draven: My liege.
Prince Renathal: Draven! This is more than I could have hoped for. Report.
General Draven: At Theotar's request, we moved what remains of our forces here to Sinfall.
<As they speak, the duo moves into the side chamber. Nadras and Tacitican Sakaa, whom you met in Dredhollow, are waiting inside.>
General Draven: There are far less of us than we had in our last assault.
Prince Renathal: Gather the forces, we attack soon. I have a plan, but we must act swiftly before Denathrius learns of my escape.

Description
Sinfall is more than a ruin. It was once a place of dark magic and experimentation. When the Light retaliated and scorched the Ember Ward, the walls of this place stood. It is fortified, supplied, and filled with secrets. A perfect staging ground for our upcoming conflict. But first, take me to meet these allies who led you to Vorpalia. We must take stock of what resources we have to work with.
