I would be more specific than just Ashen Strand. While they are all over the place, I've done this quest twice now and had very good luck around 31,31 on the map. The upper pools of the area.
The down side is there are quite a few murlocs that will aggro. So having a way to drop combat makes the whole miserable process of doing this quest in that area a little easier. They aren't that hard to kill and it might give you something to so between fish spawns.
I found some in Spears of Azshara, but no where near the concentration on the area I mentioned above.
There's most likely no area indicator on this quest due to the fact that the carp can be found anywhere around bodies of water in NazjatarEdit: Blizz seems to have added area indicators for all requisitions of today, have fun kicking carp!
