Created an account just for this to save people undue pain.
Do not kill anything but Risen Soldiers. The drop rate on the archers, servants, and commanders are so bad that it is better to wait for Risen Soldier respawns than to kill them.
Best place to kill them is on the ramparts and the little training area to the left of the stairs leading to the ramparts, drop rate for me was better than 50% per kill.
Don't do what I did and waste time killing anything else.

You have to kill night elves in Black Rook Hold, collect [item=137221] and disenchant it into [item=137213].
There are two ways you can enter Black Rook Hold:
From the east at 47.17, 50.34 - the main entrance
From the north-west at 38.71, 57.8 - the back entrance, nearest Flight point is Bradensbrook.

Description
The elves of Black Rook Hold have decided to turn their backs on us. They stay inside their keep, attacking any outsider who dare try to enter. Such behavior is intolerable... especially after all the help they've received from my folk and the others of this land. I want you to do me a favor, {name}. Take their enchanted sigils and reduce them to dust. Bring me back the dust as proof of your deeds.
