Okay, there are no problems to find and kill [npc=104302], they located in 52 48 spot, path starts in 53.0 48.5 spot.
To retake the Skyhorn, you have to go upper, where you will see a giant horn next to [npc=104311] and [npc=104310] mobs — 51.2 50.0. Kill them and quest will be done. If there are no amny mobs next to the horn — just wait, they need some time to respawn.TomTom:

Named mob that you need to kill is at 50, 50 up the hill where the snow begins. He will be on the edge of the cliff.
