I picked Venthyr as my covenant and I got this item from the Mystic Rainbowhorn. I got the quest from the item but I can't enter the covenant sanctum to turn it in. So the item may not drop exclusively to Night Fae players, but only they will be able to turn it in to complete the quest.
Related to the [npc=164547] in the Ardenweald zone.
To summon the rare you need to use [object=345446].
It will spawn a rare with big hp pull.
Rare will start running around the area.
Fight is nothing special, but the rare can drop a reward quest item [item=182179].
This quest item drops only for Night Fay Covenant players and will give you a Runestag Soulshape form adter you turn in the Runestag SoulRare is a part of Adventurer of Ardenweald achievement.
