So you need to complete Good Suramaritan - A Waning Crescent storyline to get this questYou need to look for Nightborne Couriers and use [item=137299] on them.

Easiest way to do this is find a courier, kill it, wait in same spot until the next one runs past and kill that too. For instance at 48.1 65.7 . I got three kills within a minute.
