I left this at 95% done so I went to complete it. The map shows it down near Castaway Point for some reason, but it's actually south of Norwington Estate. If you look at the Alluring Siren coords/locations the circles are all there on the map. I went there and was able to complete the quest. I guess it's bugged on the map or someone working on it got confused since they are both very similar shipwreck locations.

In order to get BfA Shipwreck Recovery Crew
You will need to get Save Our Shipmates from [npc=131627] @ /way #895 49.4 31.3 Thomas Pinker
Then go and turn in to [npc=123415] @ /way #895 50.3 37.2Then, it will trigger Bonus Objective, Shipwreck Recovery Crew
It's showing on the main map as 97% complete killing creatures and recovering cargo. Killed some beasts, no credit and no cargo to be found. Doesn't show on my mini-map. Cleared cookies, logged out and in several times, not in an instance or anything.
