Silk Shortage is a quest for level 60 in Ardenweald. It rewards 1,000 experience and money.
We are running short on silk! We use it for so many things, like instruments, weapons, and tools. But our supply has dried up!
We are in desperate need for fresh silk.
Our main hub of silk production is in the Gossamer Cliffs. If you could, seek out Caretaker Lillythistle, and see what the holdup is!

I got the solution for this problem.
The Quest "Silk Shortage" will be given to you by Aithlyn (next to the Innkeeper at the Refugee Camp, Ardenweald) when your World Quests become active!
I had the same issue. Was desperatly looking for some missing quests but there were none. Chose my Covenant today, WQs became available and the Quest showed up.
Hope this helps you out guys! :)
If you chose Threads of Fate for your alt, you will already have World Quests from level 50. Despite this, the quest is not visible. The 2 requirements for this quest to appear seem to be: 1, Be level 60. 2, Unlock world quests.
