Azuna, Grey Shoals Island , The bugger is in a cave ! Entrance at 30.00 23.50 ( about 11 o'clock if you look at the island on a map). Entrance is just ABOVE water level.
To unlock this world quest you need 75 cooking skill. This can be done via Halfhill cooking trainer Sungshin Ironpaw in -+3 minutes. Just bring 3 Golden Carps. You don't need to unlock Nomi's kitchen in Dalaran.
