This was somehow screwed up in 8.2: It no longer appears on your map at the zone level, only the continent level, and the area markers for it are wildly off of the actual area you have to kill spider eggs in. Neither of these problems existed before 8.2.
Fixed on July 9th: Now appears on the world map.
My eyes have actually read this quest as "Sand piper eggs buried" vs "sand spider eggs burned"before. Which is not actually an unbelievable quest to get in this area.
