If you get the mount bug, simply log out/in. Worked for me.
It seems that if you are mounted when you turn in this quest (I was on my Sea Turtle) the Spelunking buff is not able to be applied, and the next phase cannot be triggered. If you are here looking up this quest because of that same issue, tab back over to WoW and wait for someone else to turn in their quest. It causes a group of the Earthen Ring to spawn around you, allowing you to pick up the next quest.
