The quest marker on the ingame map is misleading. Summoner Kanthin is not inside the building, nor does he spawn on the spot he's marked at. He patrols on the road in front of Manaforge Duro, loosely in the area shown on the map above.

There seems to be some confusion regarding Summoner Kanthin and his elemental so hopefully this will clear everything up.
It does not matter whether you kill the Summoner or Glacius first, as long as you are on the quest he will always drop the Stone of Glacius. If you do kill the Summoner first, the elemental will not despawn, so you'll either have to kill it or run away and leash it.
They're both rather easy mobs and it is possible to ranged pull the Summoner and his pet at a few locations throughout his patrol; I did so from [58,62] near one of the Manaforge's entrances. Summoner Kanthin casts fire-based spells (such as Fireball and Pyroblast) and the water elemental will just beat on you in melee range for about 250 physical damage (on cloth).

What to do
Description
The next thing we must do is reclaim my familiar, Glacius, from the blood elf summoner who holds it captive. Summoner Kanthin was one of the most senior magisters in the force Kael'thas sent to decimate Kirin'Var. It's only natural that he would claim my familiar as a kind of trophy. I'm certain that Kanthin, fool that he is, has tried to compel Glacius to serve him. My scrying has revealed that Kanthin is now stationed at 'Manaforge Duro,' if that terminology has any meaning for you.
