TheWoWDBJust confirmed that you DO need to be exalted with Silvermoon in order for Liadrin to show up in Oribos with the quest. If you're short, just get a Silvermoon tabard and run Shadow Labs to cap the rep quickly.

This is the non Blood Elf Paladin version of quest, available for all other classes, must be Exalted with Silvermoon City
So this quest wouldn't appear for me in Dragonflight even after the 10.1 exalted requirement being removed for heritage armor but I confirmed you still need to reach exalted with silvermoon in order to pick up the quest in Oribos.

Description
Greetings, {name}. Let us not mince words--you are urgently needed in Silvermoon. We're experiencing a resurgence of Scourge in Quel'Thalas. With nothing to hold the Scourge in check, we'll soon be overrun. We must hold the line! Meet me in the Hall of Blood, and we will get you a full briefing.
