TheWoWDBthis has got to be the worst content they ever added. it doesnt work half the time and its just a different (more confusing, unnecessarily) way to do archeology

If the quest list doesn't give you a button to turn on the goggles then you can bring up the scrying mode via the chat command:
/use technoscryersYou do not have to have the goggles in your bag, or even own them at all (i destroyed mine long ago).
For anyone who has a bugged or impossible relic try enabling the interact key in options.
I searched everywhere and couldn't see it but the interact icon showed up above a pile a rubble and I was able to get the last one using the interact key.
