This quest doesn't seem to show up for my main who has progressed past this, however 2 of my later alts have completed it. I'm guessing this was added at some point past 10.1.5 and may be unobtainable if you've done the Waking Hope story. Lord Andestrasz is not there for me.
Quest
The Need For Higher Velocities
A World of Warcraft quest in The Waking Shores. Facts and objectives from the current retail game data.

This quest was added in 10.1.7 to the short chain that teaches you dragonriding (with the swoops and dives etc.). They must have thought that people needed an extra practice of using surge forward for straight flying.
If you've already done the questline, you cannot do this new quest, even if the ! is showing on the map.
No "Surge Forward" button appears anywhere on my screen. What am I missing?

What to do
Description
Sometimes you'll need to travel longer distances. If you don't need to travel up and over any obstacles using Surge Forward is the easiest way to maintain a good forward speed to prevent yourself from plummeting out of the sky. Follow the rings again to your destination and use Surge Forward when prompted to maintain your speed. If you find yourself stuck, use the Bronze Timepiece and Celormu will reset you.
