Some folks are talking about issues with the quest, but I didn't experience them, in the thread (official forum) HERE.Landing in the area, I was able to immediately get started.
Zenata appeared to be marked, but didn't offer anything to me (my Technoscryers were in my bag).She's meant to offer you another pair of goggles / Technoscryers, if something happened to yours.
She won't, if you have them somewhere (like your bank), according to the thread (official forum) HERE.A War Mode switch was not needed for me. I was in a standard PvE setting, with War Mode off, and everything was fine.
Equip the Technoscryers in your bag, click the button to scry and get started.

Description
My dowsing rods have been pointing towards a set of Drakonid ruins atop a cliff in Waking Shores. I know not what we'll find, but it's never wise to question the whims of my inventions. They're always 97% correct. Always.
