I found the comments not helpful so im writing this to make it easier to understand.
* Go to Sifreldar Village, enter the mine wich is located 41.6, 71.2. (There is 2 Sifreldar Storm Maiden guarding the entrace)
* Just keep going into the mine until you can see a little water-pool in front of you, and 2 stairs where you can go up to an elite.
*When you are there, go to the left where the miners are digging in the walls and there she should be patrolling around.

Yes, it must be the little green prisoner you're after... We might be able to help each other. You're not going to get the goblin out of here by force. Not alive, anyway. Among my people I am known as a Yrkvinn, a practitioner of illusions. As you can see, the Hyldnir have made me their prisoner. If I had my runes, I could make you go unnoticed among them. Further inside, patrolling the mines, you'll find an overseer named Syra. She has my runes. Retrieve them and we'll talk some more.
