Before you can do these quests you have to complete The Temple of the Jade Serpent.
Don't enter the dungeon. Fly on your mount up to the southernmost corner of the Jade Temple, it is a patio called the Scrollkeeper's Sanctum. It is a round patio balcony with jade columns. There's a tall narrow doorway and you go in and find [npc=56786] and turn in the quest.

Description
Lorewalker Stonestep is in charge of the entire temple library. Lately, something has been troubling him and his work. With thousands of ancient tomes to be transcribed, I can't afford to have him distracted. Would you follow the path south to the library and see what ails him?
