Don't go searching through your class hall expecting someone to talk to to instantly complete this quest.
Champions of Legionfall can only be completed after you have completed the quest chain to recruit your new 7.2 follower.
The chain starts with a quest you get when returning to your class hall after accepting Champions of Legionfall.Once you have your new follower, go back to Deliverance Point to turn in this quest.
Prerequisites (for current character):
- You need to have completed A Glorious Campaign
- You need to have [spell=219663] (click through and check "reward from" for your class specific quest)
- You need to have finished the first 2 parts of Breaching the Tomb
- Don't be on Cathedral of Eternal Night: Altar of the Aegis to avoid phasing

Ok, for those of you who, like me, didn't know what to do for this quest:
When you get this quest you need to return to your class hall. There will be an NPC there with a quest for you (look for the orange exclamation mark). It doesn't mention anything about being related to the "Champion of Legionfall" objectives!
This starts a short quest chain which is class
(and spec?)specific. At the end of this chain you end up back at Deliverance Point, where you'll find NPCs from your class hall setting up camp, and you gain the NPC from the quest as your "Champion of Legionfall".At the end of this chain you can return to Maiev and complete the quest.
For (BM?) hunter the chain started with Devastating Effects from Shandris Feathermoon at Trueshot Lodge, and ended up with the champion [npc=116943].

I haven't been offered the quest and had done the other broken shores achievements. Opened a ticket and the GM let me know I have to finish the order hall campaign first. I hate dungeons and so had not completed the order hall stuff. Oh well, off to the dungeon with me... :(
PS: the treasure quests are not required, nor an rep in particular. It seems to be the just the achievements and the order hall completion.

What to do
Description
The battle to reclaim the Broken Shore is straining our resources. We cannot afford to relent, lest the Legion undo all that we have accomplished. The members of your order have given much, but more is needed. Rally your champions and do what you must to bolster their ranks. There may be untapped power in this land that will turn the tide of war in our favor.
