I was having an issue with Thalyssra not showing up to give this quest. I relogged in just to see her span in briefly and then spawn out, like she was phased. I flew in and out of Silvermoon and that didn't fix it either. What ended up fixing it is temporarily disabling all my addons, making my load time to login much shorter, and when I relogged in again, she was there with the quest.

logging out/back in, flying out of the city, logging out/in, nothing worked to make her appear, but I read on the forums people had luck with entering and immediately exiting the Collegiate Calamity delve in the city. This worked for me immediately, if anyone here is having continuing issues like I was.

Description

Champion, your timing is fortuitous. I sent the call for the armies of Suramar to muster, but they have not arrived yet. My seneschal should have alerted me if anything went wrong, but I have heard nothing. I plan to go to Suramar to investigate what is amiss. Would you join me? I may have need of your skills.
