No longer do we have time to prepare, the moment of action is upon us!
Come with me, little one. With you guiding my aim we shall cleanse this isle by thunder and lightning!

So, the first time I did this everything went fine and I was able to get to the scenario... the second time however, right when I was supposed to hand this in, suddenly the isle became unphased, and suddenly there were elite mobs all around me (the way there usually are at this area). The turn-in NPC was nowhere to be found (even though the question mark was visible on the map) and I made a run for my life away from the isle, still not having turned it in. Dropped the daily, went to pick it up again, repeated the assault and boss fight, and same problem...
Whenever I talk to Vethir to take the quest, he disappears right after. Using Dalaran Hearthstone and flying back fixed the problem
If the quest bugs (you can't complete 2nd part), drop it and retake it from the Vethir.
But here's the important part: when retaking the quest after completing the assault already, Vethir will disappear quickly, so you have to talk to him and choose the first action before he does. If you won't make it, drop the quest and try again.
