TheWoWDBCurrently, you have to speak to an ethereal transmogrifier in Stormwind, Orgrimmar, or Valdrakken to to satisfy the first criteria of this quest. For example, [npc=54442] (in Stormwind) or [npc=54473] (in Orgrimmar).
The ethereal transmogrifiers inside the Trial of Style or [npc=99867] in Dalaran (Legion) do not seem to count.

I'm almost positive I had this in my quest log for several days. Realized this round of it ends tomorrow and went to complete it. Odd - it's not in my quest log. I go to Don'a and she's got nothing for me. wowhead shows that this is the only Trial of Style quest incomplete for me... What the heck? Posting in case anyone else sees this and thinks they must be imagining it. Guess I'll need to wait for the next round, whenever that will be. :\
My level one bank alt was able to pick up this quest and que for Trial of Style, but was met with a "level too low for raid" message when accepting the invite. Just in case other's wanted to mess around with their level 1's outfits in this!

Well, that's certainly an... interesting look, {class}. Me? Judgmental? Certainly not. However, I'm curious what others would think of it. You should speak to the Transmogrifier over there and enter the Trial of Style. We'll see what public opinion says about your choice in garb.
