The quest turn in marker appears to be at the top of the steps you just came up. However, It's not there. I searched a while and decided to take the trip to Silvermoon on my own. You'll find Lor'themar Theron back in Silvermoon in the [npc=239527] at /way #2393 45.38, 70.40
