TheWoWDBI think today is the first time since 8.1 is out that this quest is available, and it seems that there's a phasing issue with it. I am in the standard phase without any enemy NPCs, unable to complete (or even start) the quest.
A hotfix went out (July 18th) that is supposed to fix this issue.
