I think today is the first time since 8.1 is out that this quest is available, and it seems that there's a phasing issue with it. I am in the standard phase without any enemy NPCs, unable to complete (or even start) the quest.
A hotfix went out (July 18th) that is supposed to fix this issue.
Oh! You shoot down the Bombers using the button in the quest log! Dumb addons hid the big button... XP
This quest is impossible right now the spawn rate is extremely low and being next to the horde base is extremely crowded

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

TheWoWDB/way #942 51.4 25.8Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Stormsong Valley, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Stormsong Valley:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
