If you are already on another quest, one where Taelia has to be somewhere else for it, she might not even be in the office.
The question mark will appear on your minimap, but it's pulling your leg.
You have to find her and do whatever needs to be done to send her back to Cyrus's office.
Then you'll be able to start the questline.

If you are unable to accept the quest from the mission table, go talk to Taelia at the harbormaster's office to do the small drustvar questline.
Thx for mentioning the ‘mission table’ ! There was a ‘!’ Over it but I wasn’t looking for it and it was kinda half visible! As soon as I picked Tiregard Sound the ‘?’ Popped up over Taelia
