TheWoWDBYou don't turn the books into the quest giver, you turn them into the quartermasters [npc=188625] and [npc=188623] to the right and left of the quest giver. I'm not sure if they fixed it or if I was just lucky as I didn't have an issue at all. Once, that is, I noticed the two quartermasters highlighted and decided to talk to them.

Picked up the quest but couldn't finish it - the NPCs would not accept the books or even interact with me. So, I decide to abandon the quest and take it again - could not get it the second time. Not sure what was the reason.

Description

We must act quickly to secure anything that documents the lineage of the black dragonflight. Both Wrathion and Sabellian desire this information, so you can curry favor by procuring a tome for each of them. Travel to the collapsed tower of the citadel. You should find something worth recovering.
