Finally found a use for the damn wand.
Sometimes the Felborne Abjurers cast Felborne Rage, turning into core hounds. The wand can dispel that.
So, what exactly is the wand supposed to dispel?
It is frustrating not to be able to free the poor, captured [npc=118282] during this quest - you have to wait until Magical Beasts is up, then you can release the magnificent beasts!
