If you get the annoying message saying you failed the mission, it's because you need to follow the NPC quest giver after accepting the quest. He walks slow but just keep following him. At the site of the quest, there will be 2 or 3 waves of naga mobs that are easily dealt with, and then Vorsha will spawn.
Don't worry about the quest saying it's for 2 people, even as a level 23 arms warrior in quest gear (0 heirlooms) I killed him in 3 hits, super easy.
I soloed this quest at level 21 as a Warlock. He says you need a group, but you really don't. The first thing that will happen is you will escort Muglash a bit to an island. He tells you to dose out the first in the middle.
Be ready for battle when you do this! The first wave of attacks comes; it is 3 nagas. If you are a warlock, have your void walker tank one, let the NPC tank one, and keep the other mob feared. After the first 3 are killed, you will have about 5 seconds to eat/drink. Do it!
Next comes 3 more nagas, rinse and repeat. Again, you will have another 5 seconds to rest. Vorsha comes next. Just went down like any other level 22 mob. Good experience, worth doing!

Description
Vorsha the Lasher... the fiendish hydra that roams the seas... She has attacked our outpost, each time unprovoked, laying waste to anything that falls in her path. But I am ready, {name}. I have prepared to best the hydra and end these attacks on Zoram'gar. The naga honor the wicked nature of this beast with a brazier that remains lit on an island just off the coast. I believe that if we put it out, Vorsha will appear in anger. We will need help, so be sure to bring some strong allies.
