TheWoWDBBugged for me and several others I chatted with in game. Never got complete, never got quest reward.
Killed him four times, twice I summoned, twice I didn't. Once there were hordies present, once there definitely weren't, and the other two times, I don't know.
Logged out of game and Battlenet, logged back in, killed him a fifth time, didn't help.
Submitted a bug report.
Update 11/03/16 7am EDT: It just worked for me. Maybe it's intermittent, or maybe they fixed it for good.

Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.
He gets more HP and attacks buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1 min max)
On first kill drops [currency=1220] and sometimes [item=138839]
[item=138839] can be buffed with [item=139390]

- if you start in "Valdisdall", goes North to "Field of Fallen Kings" to the end, West from "Haustvald", there is a narrow path down to the sea. Don't follow the path, before is a stone circle with an signpost "[object=241567]" and "[object=241568]". Set fire and The Nameless King will appear.
