General info:
Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.
He gets more HP and attacks buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1 min max)
On first kill drops [currency=1220] and sometimes [item=138839]
[item=138839] can be buffed with [item=139390]

I came here because I thought so too. He has the same name, and his sign mentions having his name stricken from the history books for "defying the mystics". The DS3 character met a similar fate because he defied his father and sided with dragons. They are also both the eldest sons of their families. I definitely don't think it's a coincidence.

Level and Map Tracking
