World quest can bug and the most reliable way to activate it is to run away so you can't see quest in your quest log anymore, then enter the area 1 more time
He gets more HP and attack buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1-2 min max)
On first kill drops [currency=1220] and sometimes [item=138839]
[item=138839] can be buffed with [item=139390]

  If you start at the "Irongrove Retreat", go to the east, past the hill on the right, past [npc=104226] to the left and follow the path up to the "Moonwhisper Gulch", past Thudchop Trunksmasher. Go to the left to the "Moon Guard Stronghold" over the bridge and you will see Siegemaster Aedrin patrol upstairs.
