TheWoWDBAs of 10.0.5 this may be bugged? I have already completed this quest but when I logged in after today's patch the quest had reappeared in my quest log and is not completeable.

To complete Mastering the Waygates you need to reach renown lvl 23 with [faction=2507] and complete a sort series of quests.
