Talk to a [npc=147381] to go into stealth and if you get spotted there are Conveniently Empty Barrels along the way to hide in. The target is [npc=147001] at 33 49 who seem to take a while to respawn. When the quest is done, you get a smoke bomb that transports you back outside.
this WQ has phasing issues, if you see a guard that is pvp flagged u need to go back to the scout and log out and in till u have non-flagged guards, that is how u tell if u are in the right phase
