I'm not sure if this quest was implemented, but it never became available for me. You don't need it to do the next quest though.
In Order to see this quest, its a long chain, starting with [npc=39946] with the quest: The Grimtotem are Coming in Feralas/Thousand Needles border.
MAKE SURE you turn in Grimtotem Chiefs: Isha Gloomaxe BEFORE you touch The Rattle of Bones on the ground, or you will never see What's that Rattle? from [npc=45277]
