Thi happen to me as well. Apparently there is a hotfix if you are stuck at 43/45 cause of this quest. When you turn in the beacon in BB you will receive the acheivement.
This didn't work for me. I was at 43/45 and turned in the beacon. Now at 44/45 :(

What to do
Description
Gnolls aren't the sharpest tools in the shed, but they will no doubt have some sort of documented strategy on their recent activity. If we were to find those plans, then we'd have a clearer idea of what is making them so worked up. I want you to head back to the Woodpaw and find anything that might resemble their battle plans. They have to have something--their attacks have been too coordinated to be done without them. Find them, and return to me when you have them.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Alpha Strike
Gnolls are unfortunately as resilient as they are brutish and stupid. I have driven back the gnolls time after time from our camp, and it is only our chieftain's mercy that prevents them from being wiped out entirely. Over the years, it has fallen into a dance of strength and dominance.
After this quest
Taken from the storyline's own step order.
- The Battle Plans
With the battle plans of the gnolls discovered, all that now remains is to bring the plans back to Hadoken Swiftstrider in Camp Mojache. Perhaps he or someone there can make further sense of what the gnolls are up to.
