For those of you that didnt read the requirements at the top right corner, Yes you can do all the pre-requirements but this my young grasshopper you must be LEVEL 75!
When you land from your Thunderflash ride, be sure to wait for the Mekkatorque. If you ride ahead to look for him you'll see the event, but not complete the quest or get the achievement for it.
