I decided to test a theory and it worked. Letting me complete this quest. Do not have Auto Loot on. Go to each page location. Do not loot. It took a few tries, but it did work. More than one page will be available. Once they had the "Join the Prince!", make sure to continue around until you have all 9 available. Patience will pay out, but this was the only fix for myself currently.Thank you feloni for confirming Furideth's theory.
Furideth is correct. If you have auto loot on Shift click the pamphlets and ONLY take the ones that say "Join the Prince!". If you loot any of the others you will have to drop the quest and try again.Even though it is bugged atm, you do not have to complete it to be able to start the next quest To Darkhaven. Just finish the other quests that Lord Chamberlain has. Switching to warmode/non-warmode doesn't reset them to let you finish the quest. You must drop it completely and restart.
There are 15 lootable pamphlets around the area to complete the quest with. You have a chance to loot [item=183875], [item=173945], or [item=183874]. If you are wanting to complete it, You must only loot the pamphlet [item=173945].
Make sure to turn it in to Lord Chamberlain before starting To Darkhaven. You have to drop the quest and repeat it until you get lucky enough to loot 9 of the same pamphlets.If you already done the quest To Darkhaven, it will still show the turn in where Lord Chamberlain was standing originally for the other quests. If you go to Darkhaven, the quest turn in will now be with [npc=156291] who is near Lord Chamberlain in Darkhaven.
but if you try to turn it in to [npc=156291], the question mark above his head will be gray and the continue button will be grayed out even though it says that you have it completed in your quest log.It will let you turn in the quest to [npc=156291] if you have only looted [item=173945].
looting was fine, but difficult to turn in quest. Finally found him at Darkhaven castle inside courtyard at 4:00 location.
