This will lead to the quest "To Dalaran, with Love" (To Dalaran, With Love).

- You do not need to make it yourself. You can just buy it off the AH to turn in if you like.
- If the turn-in question mark isn't showing on the map (it usually isn't), you turn it in at [npc=32725] up the stairs of the Violet Citadel, Dalaran.
Despite this being in Dalaran, arguably the zone for Kirin Tor, and turning in to the Kirin Tor mage that you turn in the Kirin Tor Emissary quest to, this does NOT count as a quest for the Kirin Tor.
Stupid waste of mats.
