Yes, it's true - if you aren't getting the correct breadcrumb to Stormheim from Dalaran, you have to: fly to Stormheim yourself, pass by the wreck of the Skyfire, get the quest to go back to Dalaran, take the portal to the Skyfire, and fly on it back to Stormheim :P
But I'm honestly glad it works at all. With some of the complete messes they've made of phased content as all the expansions pile up their starting experience from Stormwind and Orgrimmar, it's actually a relief that all you need to do is fly out to a random spot on the continent to find a nice simple quest giver to get things going.
It seems the far easier way is to get it from the Order Hall scouting map, instead of taking this one. But just so you know, that will require getting an artifact.
